ENLARGEMENT / FUNDING - Serbia: Q&A
Thank you, I have a question for Guillaume, I suppose, Agustin Palokai from Eternalist.
There was an article today in Politico that Commissioner Kos is going to announce the freezing of funds for Serbia.
Why now, if she is going to say that, because the situation in Serbia was, as is today,
many months ago,
and Are you going to freeze all funds or only the funds from the growth plan?
Hi, I can only recall what I said actually last week on the, on the same issue is the fact that the Commission is, continuously assessing whether the relevant conditions for support under the EU financial instruments are actually met,
and this is in this context that the Commission is actually doing the work and the announcement of Commission costs,
is, is also in this context, so we are now assessing in light of the latest development.
We expressed already several times our strong concerns regarding the adoption of the judicial legislation in Serbia and we are following the next steps, we have been really clear when it comes to Serbia, so we support Serbia on its EU path,
but at the same time we really expect from the authorities to uphold and respect effective democratic mechanism, the rule of law and human rights,
and this obviously includes what we have said already several times on those amendments to the judicial law.
So we expect the Serbian authorities to
follow the opinion they will receive from the Venice Commission and to respect the recommendations as well as,
to work and to address the issues regarding the,
the backsliding in the area of media freedom.
On your other question regarding the different instruments, as you know we have preconditions for all the the financial instruments that we have to support candidate countries,
be it the IPA funds or the growth plan. Many thanks to you, follow up.
Is the Commissioner going to announce the freeze of funds, or just that you assess that at this moment,
Serbia is not meeting existing criteria to receive the payments?
Second, why are you linking just for judicial reform,
putting a condition that you know and Serbia knows that they are going to meet in a few days?
Is it just trying to give the impression that you are tough on Serbia,
Putin as a condition something that it's not difficult for them to meet.
What about other conditions, such as relations with Russia,
a rejection to impose sanctions, relations with Kosovo, and so on?
When it comes to the announcement by Commissioner Kos, I mean, I cannot at this stage speculate on what she will say in the Parliament,
so I will say, stay tuned and listen to the, to the commissioner's, speech in the, in the Parliament later today.
At this time of the day,
I can say that we are still assessing the different, preconditions, regarding your second question.
We have a list of preconditions in our instruments.
One of them is indeed the independence of the judiciary,
and it is in this context since we have seen really a step back from Serbia on this commitment that we are reassessing.
I cannot again at this stage speculate on what could be achieved soon or not from the Serbian authorities. Thank you very much Guillaume. Do you have other questions for Guillaume?
I see that Duan is online and looking to ask a question. Go ahead. Tucson, are you there?
Yes, hello, hello, can you see me and hear me now? Yes sir, go ahead.
Yeah, well, short follow up to the same question,
should we conclude that the assessment of preconditions of the fulfillment of preconditions in case of Serbia is completed and that the commissioner should,
today give, its assessment.
And second question is, we see that the commissioner met the rector of Belgrade University.
Could you offer a readout of that meeting,
the reasons for the meeting and what were the messages shared by the commissioner. Thank you.
On the preconditions, there's nothing to be assumed.
As I said, we are assessing and,
and then listen to the speech of the Commission in the afternoon to see whether there's anything she will share. On the meeting, let me check.
I think the, the commissioner as well,
published a social media post, following the meeting.
So I would, I would suggest that you, you, you, you, refer to this social media post as, as a readout of, of the meeting. I have nothing to add.
Guillaume, do we have other questions for Guillaume?
Don't see hands raised in the room or online, so we open the floor for other topics. Mose.
