Except where otherwise noted, the copyright in the audiovisual content (such as images, videos) made available on the website of the Audiovisual Service is owned by the European Union. The content on which the EU owns copyright is subject to the Commission’s reuse policy, which is set out by the Commission Decision of 12 December 2011 on the reuse of Commission documents.
Unless otherwise indicated (e.g. in individual copyright notices), content owned by the EU on this website is licensed under the Creative Commons Attribution 4.0 International License (CC BY 4.0). This means that reuse is allowed provided appropriate credit is given and changes made are clearly indicated. Any reuse must not distort the original meaning or message of the content.
Please note that the above permissions and licence apply only insofar as the audiovisual content is protected by copyright. You may be required to clear additional rights if the content depicts identifiable private individuals or includes elements protected by intellectual property rights of third parties. The Commission bares no liability for any consequence stemming from the reuse.

Despite all our efforts, we have not yet succeeded in identifying the authors and rightsholders for some audiovisual material.
If you believe that you may be a rightsholder, we invite you to contact the Central Audiovisual Library of the European Commission.
Restrictions
The Creative Commons Attribution 4.0 International licence does not apply to:
- Moral rights, publicity, privacy, and/or other similar personality rights, including image rights of individuals depicted in the content. These rights are not owned by the EU and can only be cleared with the respective rightsholders. This means that content depicting private individuals may not be reproduced, modified or distributed without prior written authorisation from the depicted persons.
- Materials protected by copyright owned by third parties, either displayed as standalone files or incorporated within EU-owned content. Any use or reproduction of materials on which the EU does own copyright, including art works or architectural works incorporated in audiovisual content, requires permission from the respective rightsholders.
- Materials covered by industrial property rights, such as patents, trademarks, registered designs, logos and names. The materials are excluded from the Commission's reuse policy and are not licensed to you.
Further considerations:
- Without prejudice to the applicability, as the case may be, of the so-called “panorama exception” under Belgian law, the European Commission shall not object to the use of images of the Charlemagne, Tour Madou and Breydel buildings of the European Commission for non-commercial, EU-related information and/or education purposes on condition that proper credit is given to the architects:
Breydel: Architects: André and Jean Polak, Marc Vanden Bossche and Johan Van Dessel
Charlemagne: Architect: Jacques Cuisinier; Renovation: Murphy/Jahn and Arias Architectes et Ingénieurs associés
Tour Madou: Architect: Robert Goffaux; Renovation: Architect Assar + Archi 2000. Lead Architect: Assar
- Use of images of the Berlaymont building is allowed subject to acknowledgement, to the extent possible, of the Architects: Lucien De Vestel, Jean Gilson, A&J Polak; Renovation: Berlaymont 2000
- In no event shall the European Commission be liable for any damages whatsoever (including, without limitation, damages for copyright infringement) arising out of the use of or inability to use the afore mentioned images of buildings, artworks or identifiable persons, even if the European Commission has been advised of the possibility of such use.
The making available or communication to the public on any website, medium or physical storage format of audiovisual material containing music, may be subject to prior clearance of the music rights by the user with the author(s) and/or the national collecting society.
