FOREIGN AFFAIRS - Situation in the Middle East / Palestine / Israel / EU-Israel Association Agreement / Strait of Hormuz / Iran / Outcome of the meeting between EC President von der Leyen and Gulf Cooperation Council (GCC) Secretary-General Albudaiwi: Q&A
I have a couple of questions.
Firstly, Palestine over the last couple of days. More than 350 former diplomats. And EU civil servants.
Have requested a partial or full suspension of the agreement,
and there are NGOs in Europe who are requesting exactly the same.
I would imagine that the Commission has received that petition that has been signed by more than 1 million EU citizens.
Now all these initiatives are based upon this continued violation of international law, be it in the West Bank, Lebanon,
Gaza,
and that international law which is part and parcel of the EU's values laid down within our treaties. So I ask. Is there some kind of movement?
Is there some kind of debate which is looking at some partial or total measures,
vis a vis what's going on with Israel and Secondly,
The president today. The Gulf Cooperation Council president.
How they were asking about the Strait of Hormuz and what's happening there.
Secondly, will the EU be participating in this summit organized by France and the UK on the Straits of Hormuz tomorrow,
and what kind of EU contribution could there be in that meeting? Thank you.
I start with your 2nd or 3rd question, Noureddine, so.
I'd like to recall here what the president has been saying on the closure of the Strait of Hormuz,
and she said very clearly.
As recently as Monday,
that the ongoing closure is greatly damaging and the restoration of the freedom of navigation is of paramount importance to us.
On the President's agenda, we have no update to share with you at this stage,
on top of what I shared at the very beginning of this midday.
And regarding the meeting with the Secretary General of the Gulf Cooperation Council this morning, you may have seen that the President posted about this meeting, expressing Extending,
notably our full solidarity with the Gulf Cooperation Council and its members, as they are facing unprovoked attacks from Iran,
and this is a clear demonstration that Iran should never have nuclear weapons.
The President also made it clear that the current times call for a closer partnership between Europe and the Gulf countries, and as you know,
today was not the first time in recent weeks where the President was in touch with The Gulf countries or its representatives very early already in March after the beginning of the conflict in the Middle East.
There was also a call with Gulf countries and other countries in the region, and clearly We see the need for a closer partnership between Europe and the Gulf countries, and the upcoming EU GCC summit,
which will take place later this year,
offers a very good opportunity precisely to further strengthen our relations in the context and beyond what we are seeing now in the Middle East.
On the first question, your question was in French,
so I shall answer in French.
As to the first question, Israel and Palestine, and then I'll add more on the Gulf after that.
Now the state of play remains unchanged insofar as those measures announced by the European Commission president at the last meeting. Remain on the table.
Next week there is a Foreign Affairs Council taking place.
On the agenda of that meeting there is an item the situation in the Middle East in light of the latest events in Iran and repercussions in the region.
Ministers will be free to broach any question that is of concern to them.
On that file But looking at it from a Palestinian perspective. Because that's what we're talking about. So next week.
There will be two events of very important nature place in support of Palestine and as part of a two-state solution perspective of which we are supportive.
The 20th of April, there is the 9th ministerial meeting of the Global Alliance for the Implementation of a two-state solution,
and that is in Brussel Brussels with the Belgian Minister for Foreign Affairs.
The The High Representative will also host an ad hoc meeting in Brussels alongside the Norwegian Minister and this once again to try and show our support for Palestine,
a two-state solution and how fundamental that is in our view.
The EU is a co-organizer of this mechanism which seeks to support a two-state solution.
The ad hoc liaison Committee is a political coordination mechanism for development aid in favor of the Palestinian people.
It meets twice a year, once in New York and once in Brussels.
As regards the Global Alliance, it is a political forum which has more than 100 members sending out a strong signal as regards consensus for a two-state solution,
and we are very Clear our support of this in that context.
Now that is linked in with the European Council conclusions, so that's to say adopted at leader level, and that very clearly stated that in the EU we will continue to cooperate with all stakeholders,
regional and national, to move to the reconstruction of Gaza in line with international law,
and this is in full support of the Palestinian Authority as part of its reforms as well.
The European Council has already said and also continues to say that it needs to be liberated and that we ensure that there be full banking freedom between these states because it's necessary for the good functioning of the Palestinian Authority and the supply of essential services to its population.
And just to give you a more broader vision of this, it's part of the toolbox that's been mentioned that we have and that we are availing of in order to try and satisfy the multi-dimensional needs that there are in Palestine and there are growing finance development,
as I said,
but also on a political level with our support as part of what is happening with the global alliance for the implementation of a two-state solution.
So that adds to everything else that we are doing on both a humanitarian and financial level and working towards reconstruction.
So I think that gives you a global overview of our support,
the actions we are undertaking, when it comes to Palestine and the two-state solution. Turning to your first question. The Gulf and the Straits of Hormuz.
I won't go back over what Paula has already said, naturally.
However, When it comes to initiatives of our member states and their partners, yes, we understand that tomorrow's summit co-organized by France and the UK,
it seeks to strengthen collective efforts to guarantee the rights of passage in the Strait of Hormuz and ensuring that the necessary conditions are in place.
Now as regards the European Council, our leaders.
Were very clear in their message saying that we welcome initiatives dealt with by member states because this is crucial not only for global stability but also for prosperity.
We welcome this close cooperation between France and the United Kingdom together with the involvement of other member states.
As to the EU, our support remains unchanged as regards these efforts,
and we await with interest the outcomes of these to see what we can do in the future here in the EU when it comes to maritime security,
no less.
Quite naturally, the involvement of Member states will certainly feed into the discussion that is happening at our level, not only as regards the Foreign Affairs Council,
but also in terms of the informal leaders meeting next week as we clarify the collective work that the EU is doing and that in line with what we have already set out.
And when it comes to the Liberation and free and safe navigation of the Straits of Hormuz. Please, in the back.
So on this global alliance meeting, can you tell us any more? Is it a VTC? Or in person?
Do you know about the composition of the delegations at all? Any details?
So this will be in person in Brussels and there will be a brief,
we will tell you very soon by tomorrow about details which are of interest to you, dear journalists.
Yes, following up on Noureddine's question, Paula, you said that you cannot provide any updates at this stage, but if I understand well,
it was announced here at midday that the president will attend this video conference on Hormuz tomorrow. Has the plan changed? I mean, is she not going?
I mean, she's she's not joining the video conference at all, I think.
to my memory, we have never confirmed the participation of the President.
Maybe it was mixed up with the VTC today that President Macron is organizing on the digital age and online safety of children.
That could be the source of a misunderstanding.
Because there are several VTCs organized by the leader of France,
so that could be the source of misunderstanding. Other questions to Anouar. David, for Anouar David Price, your Democracy.
The major users of the Gulf of Hormoz and the use of energy are China and India,
and can you update us on contacts which should be made with the EU and coordinating with these interest nations to have the Gulf of Hormuz opened? Thank you.
I, I failed to comprehend the the the core of your question, but in terms of diplomatic engagement,
obviously we remain in close touch and engagement with all our partners in the region and also worldwide and the High Representative's extensive and active diploma.
Contexts is also a testament and a proof in that regard.
Then in terms of energy, in terms of the picture that we have in terms of the latest,
I think that Anna-Kaisa has already been providing all the necessary information that we have at our disposal.
Other questions today. No. Yes, Gabriel.
