Significant is that 55% of those renting in Vienna are renting a form of limited-profit or public housing. The Limited-Profit Housing Act (Wohnungsgemeinnützigkeitsgesetz, WGG) is a regulation implemented in the 1940s pertaining to cooperative housing associations in Austria. Vienna remains dedicated to affordable housing. Today, the majority of Vienna's population lives in some form of subsidised housing, helping to dampen overall housing prices. An estimated 500 000 people live in municipal housing estates, making the City of Vienna the largest provider of subsidised housing in Europe. However, over the past decade, housing affordability in Austria has decreased and the average household is spending an ever higher share of their income on housing.
