A political agreement was reached between the EC and the two acceding countries (Spain and Portugal) on the key elements of the main chapters which still need to be discussed: agriculture, fisheries, social affairs, own resources and the legal status of the Canary Islands. These negotiations were carried out during the 994th session of the restricted Foreign Affairs Council presided by Giulio Andreotti.
